3.      Introductions

3.1.   The meeting began at 6.30pm and all were welcomed by Michelle Ward.

4.      Previous Minutes

4.1.   Minutes of the meeting of 11th June 2002 were agreed to be a true record.

5.      Reports & Updates

5.1.   Jackson’s Park Progress Report
Neither Samantha Raggart (Mansfield District Council) nor Jonathon Dix (Groundwork Ashfield & Mansfield) were able to attend and so the group could not be advised of the park’s status. However, comments were raised by residents concerning the park and these are listed below:

5.1.1.             Park Signage – At the last meeting held in July, local residents asked for ‘no dog fouling’ signage to be erected to help encourage dog owners to clean up after their dog, together with a sign at the entrance to the access road off Mill Street warning that this was a no through road. Since then, signs have been erected but, in the residents opinion, been poorly implemented. Some of the comments raised were as follows:

No through road ‘– The ‘no through road’, sign has been poorly positioned resulting in vehicles still trying to exit Mill Street by the access road. The sign needs to be located at least a further 6-10 feet further along so that drivers are fully aware that they cannot exit Mill Street by this route.

No dog fouling’  Further to the last NAG meeting, almost every single one of the no dog fouling stickers on the waste bins are missing. It appears that the stickers, particularly the part that carries the sponsor advertisement, are not waterproof. These notices were in any case totally ineffective in promoting dog owners to clean up after their pets as they were located on top of the bins and actually difficult to see

Initially, the numbers of dog owners cleaning up after their pets was high but observations has shown that this is dwindling. NAG would welcome the erection of proper metal signs at each entrance to the park so that dog owners cannot deny knowledge of the rules and the potential fines.
In addition, the group would also like to see additional signs mounted to the perimeter fence on the access road as there are a number of residents who just let their dogs onto the field to do their business and then call them back in without cleaning up.

It was suggested that the group print some temporary signs, have them laminated and placed at the park entrances as a temporary measure, until more permanent signage can be erected. Courtney Nangle from Mansfield CVS said he could offer help in laminating the signs. Action – JP/IL and CN (CVS)

5.1.2.             Fence at top of Coronation StreetThe residents of Coronation Street have approached the Council with regards to the erection of a security fence at the top of the street to prevent direct access onto the field, as a deterrent to burglars. Ian Lilliman told the group he had been made aware of this by Councillor Barbara Nestor, and the council would have to submit a planning application before work could commence. The council have approached the crime prevention officer for advice on the best choice of fencing.

5.2.   Police Issues

5.2.1.             Beat Bobbies – Everyone at the meeting welcomed the three Police officers who attended. PC Atherley gave a talk on the crime problems in Ravensdale and the similarities with the renewal area. Much of the crime in Ravensdale is now committed during the day, the most popular time being on a Saturday afternoon around 3pm, something which goes against the traditional view of crime only occurring at night. He also discussed the links with drug and alcohol abuse and asked that if anyone had information which suggested that drug dealing was taking place, that they should contact himself at the Police station on 01623 420999 extension 3545. He explained that any caller does not have to reveal their identity and can remain completely anonymous.

Drug dealers are now working around the laws by only keeping small quantities of drugs on their premises. That way, they can only be classed as a ‘user’ and not a ‘dealer’. According to the local crime audit, almost all persons arrested for crimes have a drug dependency problem. Also, convicting a drug dealer can take months due to legislation such as the Human Right Act. Information has to be gathered over many months before the Police can act.  That is why it is imperative that residents help as much as they can. The more information the Police gathers, the stronger the case against the dealer.

Ian Lilliman revealed a poster given to him by the crime prevention officer indicating a FREE crime and drugs hotline number. The number to ring is 0800 952 0252. Once again, the caller can remain anonymous. PC Atherley also commented that residents could report information on crimes to Crimestoppers on 0800 111 777.

5.2.2.             Road Tax Evasion Several residents once again showed their disappointment that despite reporting a number of cars for tax evasion NOTHING HAS BEEN DONE FOR MONTHS! The group took the opportunity to remind the Police officers present that some of these vehicles have not had road tax since February.

5.3.   Neighbourhood Renewal Ideas

5.3.1.             When the agenda was sent out, the reverse side contained a form called ‘ WE WANT YOUR IDEAS’. This was designed to gather information from group members on what further improvements could be made to the area. Some of the results are listed below:

BERESFORD STREET

·         Flower beds on Beresford Street a mess.

·         Overgrown tree on Beresford Street needs pruning urgently.

·         Remove seats from off Beresford Street, they only get used by youths who congregate there and leave rubbish.

·         Streetlight No. 4 obscured by overgrown tree.

ROCK HILL

·         Lamp no. 22, change for same as lamp no. 19/21 to illuminate the dark area at the bottom of the footpath from Mill St to Rock Hill.

MONTAGUE STREET / ROCK STREET / BOLSOVER STREET

·         Remove trees to make way for more car parking.

·         Vehicles parking on or near bend, junction of Rock St/Montague St, restricting access to through vehicles.

6.      Any Other Business

6.1.   Housing Renewal– Several residents were concerned about the length of time it was taking for the housing renewal. Some remarked that their own properties required new roofs urgently but were unable to get any financial help and could not receive help from care & repair because they were not claiming benefits. The group suggested obtaining an update from Don Smith at Mansfield District Council. ACTION – IL/MW
